        <p>
          On <strong>30 September 2025</strong>, IHRC Secretary General <strong>Prof. h.c. Rafal Marcin Wasik</strong> received an official communication from
          <strong>Mr Oleksandr Kopilenko</strong>, Chairman of the NCRSPU, announcing the appointment of <strong>Mr Igor Mantsurov</strong> as
          <em>Senior Advisor for International Affairs</em> and expressing readiness to deepen collaboration with IHRC.
          The NCRSPU also highlighted its methodological framework on the <em>“Safety of the Combined Influence Zone of NPP Radiation Accidents and High-Frequency Electromagnetic Fields (EMP/HF)”</em>.

<p><strong>Kyiv, Ukraine – September 2025</strong></p>



<h2 class="wp-block-heading">Personal Account – Igor Mantsurov</h2>



<p>I am pleased to inform you that my presentation at the meeting of the <strong>National Commission on Radiation Safety of the People of Ukraine</strong> was <strong>unanimously approved</strong> by all members of the Commission.</p>



<p>Moreover, both for me personally and in the history of the Commission, this was an unprecedented event – during the meeting, I was elected as <strong>Senior Advisor to the Commission on International Affairs</strong>, with the authority to sign documents addressed to international organizations, including the <strong>specialized agencies of the United Nations</strong>.</p>

<p><em>“This unanimous decision opens a new chapter in the work of the Commission and gives impetus to strengthening international cooperation in the field of radiation safety.”</em></p>

<h2 class="wp-block-heading">Resolution on Technological Terrorism</h2>



<p>During the session, the Commission also adopted a <strong>Resolution</strong>, which I had the honour to draft and present. This document includes:</p>



<ul class="wp-block-list">
<li><strong>An appeal to the International Human Rights Commission (IHRC Corporation)</strong> to support the initiative of classifying the use of <strong>electromagnetic pulse (EMP) weapons</strong> near nuclear power plants and other critical infrastructure facilities as <strong>acts of state technological terrorism</strong>,</li>



<li><strong>An appeal to the European Union</strong> to provide funding for scientific research and projects aimed at preventing technological terrorism.</li>
</ul>

<p><em>“Radiation safety and the prevention of technological threats are global issues, requiring solidarity and the support of all international structures.”</em></p>

<h2 class="wp-block-heading">Significance for IHRC</h2>



<p>The fact that the Commission addressed its appeal directly to the <strong>International Human Rights Commission</strong> demonstrates recognition of IHRC’s role as a globally significant partner in combating emerging technological threats.</p>



<p>I am confident that joint actions will pave the way towards concrete solutions and the establishment of international standards for the protection of civilian populations from the risks posed by the misuse of modern technologies in ways that endanger peace and security.</p>

<h3 class="wp-block-heading"><strong>IHRC Corporation: Setting New Benchmarks in International Effectiveness</strong></h3>



<p><strong>IHRC Corporation</strong>, founded in 2023 in New Mexico by Prof. h.c. Rafał Marcin Wasik and Maj. Gen. Romanos Raad, is an independent, transnational intergovernmental organization (IGO) operating strictly under international law: the United Nations Charter, the Geneva Convention, the Vienna Convention, and the Universal Declaration of Human Rights. The organization holds IRS 501(c)(3) status as a Domestic Nonprofit Corporation in the USA.</p>

<h5 class="wp-block-heading">The official gallery documents the participation of Prof. h.c. Rafał Marcin Wasik,  IHRC Secretary-General, Peacemaker in the inauguration ceremony of H.E. Félix Antoine Tshisekedi Tshilombo, re-elected President of the Democratic Republic of the Congo. Upon official invitation, the Secretary-General attended the state ceremony at the Stade des Martyrs in Kinshasa on 20 January 2024, as well as the presidential banquet at the Palais du Peuple and the cultural performance “Up the Congo River” presented by the National Ballet of the DRC. These images highlight the diplomatic engagement and ongoing partnership between the International Human Rights Commission and the authorities of the DRC, built on a foundation of bilateral diplomatic agreement and mutual respect.</h5>

										<content:encoded><![CDATA[<p>On 18 December 2024, a remarkable ceremony took place in Irpin, bringing together representatives of local authorities, international organisations, and civil society. The event served a dual purpose: to honour the victims of the tragedies that occurred in Hostomel, Bucha, and Irpin, and to summarise the humanitarian efforts undertaken in 2024.</p>



<p>The first part of the ceremony was dedicated to the memory of innocent victims – children, the elderly, and all residents of these towns who lost their lives during the brutal acts of war. Symbolic wreaths were laid at memorial sites, and participants paid their respects with a moment of silence.</p>



<p>The Mayor of Irpin, Oleksandr Hryhorovych Makushyn, in his address, emphasised that the tragedies of Bucha, Hostomel, and Irpin will forever stand as a testament to the cruelty of war, but also to the resilience and indomitable spirit of the Ukrainian people.</p>



<p>The second part of the event provided an opportunity to reflect on the work of international and local organisations in the fields of humanitarian aid and infrastructure reconstruction.<br>Roman Kasadzhyk, High Commissioner in Ukraine Head of the IHRC Office in Ukraine, played a prominent role in the event. He expressed profound respect for the victims and gratitude to everyone involved in humanitarian efforts. It was highlighted that humanitarian aid is not just about rebuilding homes and schools but, above all, about restoring hope. International Human Rights Commission -IHRC plays a pivotal role in supporting communities affected by tragedy.</p>



<p>The significance of international cooperation and the role of donors and investors, whose contributions enabled the reconstruction of towns such as Irpin, Bucha, and Hostomel, were underscored. The need for continued support for communities affected by the conflict was stressed, with calls for ongoing international engagement.</p>



<p>The event featured speeches by the Mayor of Irpin, Oleksandr Hryhorovych Makushyn; Ashot Dadikovych Avanesyan, Chairperson of the Council of National Communities of Ukraine; Rovshan Tagiyev, Chairperson of the Assembly of Nationalities; Vasyl Hryhorovych Kelioglo, Chairperson of the Gagauz Union of Ukraine; and Oleksandr Serhiyovych Osipov, Representative of the Ombudsman for Nationalities.</p>



<p>The participants expressed a shared commitment to continuing dialogue and actions towards rebuilding the towns and safeguarding human rights in the face of new challenges brought by war.</p>



<p>During the ceremony, the organisers extended special thanks to donors and investors whose financial support made key reconstruction projects possible. The role of organisations like the IHRC in mobilising the international community to act in support of Ukraine was also emphasised.</p>



<p>The event in Irpin was not only an occasion to commemorate the victims but also an opportunity to highlight the importance of joint efforts in rebuilding and supporting communities affected by tragedy. Thanks to the dedication of international organisations such as the IHRC and the backing of local and international communities, Irpin, Bucha, and Hostomel stand as symbols of hope, solidarity, and resilience.</p>

										<content:encoded><![CDATA[<p>The team from the grill bar “Caspian” decided to congratulate the man on International Volunteer Day.<br>As a gift, they presented Ihor Dontsov with a brand-new wheelchair and expressed their gratitude for his tireless efforts to support the Armed Forces of Ukraine.</p>



<p>You can find Mr. Ihor in the city center at the end of the pedestrian bridge near Sandor Petofi Square. He plays music there and collects donations to support the Ukrainian army.<br>— “Once, while crossing the pedestrian bridge, I stopped to donate to Mr. Ihor’s collection box. People like him, who dedicate their time and health for a noble cause, earn my utmost respect. I decided to ask if the volunteer himself needed any help. Ihor mentioned that his wheelchair was almost out of order, but otherwise, everything was fine. So, together with my team and friends, we decided to do something good. Honestly, the timing with Volunteer Day was coincidental.” said Eldaniz Karimov, the initiator of the action and the director of the grill bar “Caspian” located in Bozdosh Park. He also collaborates with the International Human Rights Commission -IHRC, which monitors, protects human rights, and provides humanitarian aid.</p>



<p>In response, Ihor Dontsov thanked them for the gift and wished the “Caspian” team continued success in doing good deeds.</p>

										<content:encoded><![CDATA[<p>In Kyiv, the capital of Ukraine, on November 1, 2024, Prof. h.c. Rafał Marcin Wasik, Secretary General of the Transnational Intergovernmental Foundation International Human Rights Commission &#8211; IHRC, signed a Memorandum of Understanding with the Commissioner of the Parliament of Ukraine for Human Rights represented by the Head of the Secretariat Mr. Ivan Verveiko. The signing of this Memorandum of Understanding is a key milestone in the development of international relations between institutions dealing with the protection of human rights.</p>



<p>During the signing ceremony, Prof. h.c. Rafał Marcin Wasik, who is a co-author of the book New Economy System 3.0: Sustainable Macroeconomics with Green Rendite by Platzer &amp; Rothschild, donated a copy of this work to the National Library of the Ukrainian Ombudsman. This book, which delves into sustainable economic models and the potential of &#8220;green rendite,&#8221; is a valuable addition to the Ombudsman&#8217;s knowledge resources, symbolizing a shared commitment to sustainability in tandem with human rights protections.</p>



<p>The signed Memorandum establishes a close partnership in the field of human rights protection, in particular with regard to Ukrainian citizens. It also creates a platform for the exchange of information and the organization of joint international projects. The agreement covers many areas, including monitoring human rights throughout Ukraine, including in the territories temporarily controlled by foreign states. It also includes the official representation of the Ombudsman of Ukraine in Africa and Asia, as well as support for Ukrainian citizens living abroad.</p>



<p>The cooperation of the Transnational Intergovernmental Foundation International Human Rights Commission and the Commissioner of the Parliament of Ukraine for Human Rights aims to build modern structures for the protection of human rights and improve public safety. Of particular importance is the fight against human trafficking and the promotion of the physical and psychological safety of children, adolescents and women.</p>



<p>&#8220;The signing of this Memorandum is an extremely important step towards strengthening the protection of human rights in Ukraine and in the countries where our organization is represented,&#8221; emphasized Prof. h.c. Rafał Marcin Wasik, IHRC Secretary General.</p>



<p>The Memorandum grants the IHRC advisory status to the Commissioner of the Parliament of Ukraine for Human Rights, opening up new opportunities for international activity and strengthening the position of the IHRC as a world leader in the protection of human rights. In addition, both parties have committed to organize joint conferences, seminars and educational campaigns to raise awareness of human rights and public safety.</p>



<p>“This cooperation is not only a mutual commitment, but also an opportunity to join forces in defending the rights and security of the most vulnerable groups of society, in particular, citizens of Ukraine, who face numerous challenges resulting from the armed conflict,” Verveiko added. The parties also initiated cooperation aimed at finding Ukrainian children missing during the hostilities and previous adoption processes, while ensuring compliance with all international standards for the protection of children.</p>



<p>The signing of this Memorandum is evidence of the growing role of the IHRC as an organization that not only monitors the observance of human rights, but also actively participates in international initiatives aimed at protecting the most needy. The next steps in the implementation of the provisions of the Memorandum include mutual consultations and meetings to develop detailed plans for the implementation of joint projects.</p>



<p>The joint efforts of the IHRC and the Ombudsman of Ukraine are a significant step towards international solidarity and strengthening the human rights protection system within the borders of Ukraine and beyond, which will undoubtedly have a positive impact on the safety of the most vulnerable groups of society.</p>



<p>In the activities related to the negotiation and signing of this Memorandum, the Secretary General of the IHRC, Prof. h.c. Rafał Marcin Wasik, was supported by the IHRC Ambassador Anatolii Katrych and the IHRC Commissioner Roman Kasadzhyk, who were also present at the signing ceremony. These gentlemen actively and with full dedication support the development of the IHRC in Ukraine, for which we convey our heartfelt thanks.</p>

										<content:encoded><![CDATA[<p>November 1, 2024, in Kyiv, a formal signing of a Memorandum of Understanding took place between the Transnational Intergovernmental Foundation International Human Rights Commission &#8211; IHRC and the Council of National Communities of Ukraine. This event occurred at 14:00 Kyiv time, emphasising the determination of both sides to strengthen international cooperation and protect human rights.</p>



<p>On behalf of the Transnational Intergovernmental Foundation International Human Rights Commission &#8211; IHRC, registered in accordance with Swiss legislation in Zurich, the agreement was signed by Prof. h.c. Rafał Marcin Wasik, IHRC Secretary General, together with the Council of National Communities of Ukraine, based in Kyiv, represented by the Chairman, Mr. Ashot Avanesian. Both sides, acting in accordance with their statutes and principles, highlighted the importance of cooperation in the areas of human rights protection, enhancement of international public security, and good governance and administration.</p>



<p>The sides expressed their intent to cooperate in order to create modern structures that strengthen public safety and protect the rights, lives, and health of people affected by armed conflicts. The agreement includes training observers and volunteers, as well as medical and logistical services for humanitarian programmes.</p>



<p>The sides committed to jointly seeking ways to support each other in establishing contacts with governmental and non-governmental organisations, as well as other international institutions, local administrations, and specialised agencies that can collaborate in implementing joint initiatives.</p>



<p>Both sides expressed their willingness to organise information exchange to strengthen human rights protection and public safety, as well as to develop joint international projects and create international networks of cooperation.</p>



<p>The Memorandum envisages the creation of a database of experts and consultants that both sides can utilise to obtain the human and financial resources necessary to carry out joint projects. Both sides also agree to use each other&#8217;s logos and recognise the ranks and identification cards of members, ensuring them appropriate assistance and protection.</p>



<p>In the activities related to the negotiation and signing of this Memorandum, the Secretary General of the IHRC, Prof. h.c. Rafał Marcin Wasik, was supported by the IHRC Ambassador Anatolii Katrych and the IHRC Commissioner Roman Kasadzhyk, who were also present at the signing ceremony. Their support was instrumental in facilitating the agreement and underscored the dedication of the IHRC team to advancing international cooperation and human rights protections in Ukraine.</p>



<p>The Memorandum signed today marks another step towards international cooperation for the defence of human rights and public safety, particularly in the context of the current challenges in Ukraine. Joint projects, including international partnerships and mutual support in relations with public institutions, are intended to build lasting and effective structures that contribute to improving the human rights situation and collective security.</p>



<p>The agreement was signed by Prof. h.c. Rafał Marcin Wasik, IHRC Secretary General and Mr. Ashot Avanesian, Chairman of the Council of National Communities of Ukraine, emphasising the importance of joint action for the public good.</p>

										<content:encoded><![CDATA[<p>Warsaw, 16 August 2024 In a dynamically changing world where conflicts and crises continuously impact the lives of many communities, the International Human Rights Commission (IHRC) consistently demonstrates that transnational solidarity can yield tangible results. This time, under the aegis of Commissioner Leli Kagermanova, IHRC organised a three-day food distribution event in Warsaw&#8217;s Wola district, addressing assistance to 250 families, including refugees from Ukraine, Poles, and individuals of other nationalities.</p>



<p>Thanks to close cooperation with family and local communities, the distribution of long-shelf-life food items was accomplished: rice, pasta, coffee, flour, canned food, biscuits, milk, sunflower oil, jams, porridges, and other products. &#8220;My family played a crucial role in organising and executing this action. This joint effort enabled us to achieve our goal—delivering help to those who need it most, regardless of their origin,&#8221; emphasised Kagermanova.</p>



<p>Organising such a large humanitarian action required significant logistics and management. The work of Commissioner Kagermanova and her close ones allowed for efficient coordination and distribution, significantly impacting the speed and effectiveness of the assistance.</p>



<p>Looking to the future, IHRC plans not only to continue food distribution actions but also to expand its activities to include educational and developmental elements. Starting in September, sewing courses for women will commence, free of charge for those in difficult financial situations. These initiatives aim not only to provide immediate support but also to contribute to the long-term self-sufficiency of the beneficiaries.</p>



<p>IHRC&#8217;s activities in Wola highlight the importance of local engagement in addressing global crises. Cooperation between the organisation and local communities, as well as the individual commitment of people like Leli Kagermanova, prove that humanitarian aid can be not only effective but also lead to profound changes, offering hope for a better tomorrow for many in need. Thanks to IHRC and its collaborators, humanitarian aid reaches those who need it most, demonstrating the power of joint actions for the common good.</p>

										<content:encoded><![CDATA[<p>Warsaw, 2 August 2024 &#8211; International Human Rights Commission (IHRC), through its steadfast commitment to helping those in need, has once again proved that it is an organisation that can be counted on in the most difficult of times. IHRC Commissioner Leli Kagermanova, together with a team of volunteers, organised and delivered food parcels to the crisis centre at 1/5, 6 August Street in Warsaw, where women and children from Ukraine, forced to leave their homes due to the ongoing war, have found shelter.</p>



<p>The crisis centre, which has received aid, plays a key role in providing security and support for people who have found themselves in a no-win situation. Among the centre&#8217;s residents are not only refugees from Ukraine, but also people affected by domestic violence and homeless people who have found themselves on the margins of society. For many of them, the food parcels donated by the IHRC represent not only material support, but also a symbol of hope and solidarity from the international community.</p>



<p>Leli Kagermanova, highlighting the importance of this initiative, said: &#8220;We are deeply committed to helping those affected by war, violence and other difficult circumstances. Every person deserves a life of dignity, and our goal is to ensure that no one feels forgotten. By donating these food parcels, we aim not only to meet their basic needs, but also to show the support they so desperately need.&#8221;</p>



<p>Each person staying at the centre received a kit consisting of 15 different food items to provide them with basic sustenance for the coming days. For many families who have fled the war, this is an invaluable aid that allows them to forget the hardships of everyday life, if only for a moment, and focus on rebuilding their lives in a new place.</p>



<p>The IHRC is not just limiting itself to emergency aid. The organisation has announced that this is only the beginning of its activities aimed at people in difficult life situations in Warsaw. More food collections are planned, as well as other forms of support that aim to help those who need it most in the long term. &#8220;Our mission does not end with one event. We will continue our activities as long as there is a need for help, &#8221; Kagermanova added.</p>



<p>International Human Rights Commission (IHRC) has for years been involved in various initiatives around the world with the aim of protecting and promoting human rights. Activities such as the one in Warsaw are a testament to the organisation&#8217;s commitment to making a real difference and supporting people who find themselves in the most difficult situations of their lives. Through its extensive network of volunteers, the IHRC is able to respond quickly to the needs of local communities and deliver help where it is needed most.</p>



<p>&#8220;We believe that every person has the right to dignity and respect, no matter where they come from or what situation they find themselves in. <p>The IHRC&#8217;s activities in Warsaw were warmly received not only by those directly affected, but also by the local community, which appreciated the organisation&#8217;s initiative and commitment to support. The support and solidarity that comes from such initiatives is invaluable in building trust and a sense of community among people who often feel alienated and forgotten.</p>

										<content:encoded><![CDATA[<p>As a result of communication on 24 July 2024 with the International Human Rights Commission, the University of Customs and Finance has received the patronage of the Secretary General of the International Human Rights Commission (IHRC), Professor Rafal Marcin Wasik.</p>



<p>The organisation is registered in the states of New Mexico and New York in cooperation with UN Interpol Centre, which allows the IHRC to protect human rights and cooperate with law enforcement agencies to address various global issues.</p>



<p>It is the only organisation without any governmental involvement that has been recognised by numerous governments, state institutions and Transnational Organisations as a Transnational Intergovernmental Organisation.</p>



<p>Running a volunteer programme called the IHRC Special Monitoring Mission (SMM), the IHRC has more than 12,500 active volunteers in 118 countries on six continents.</p>



<p>As part of the multidisciplinary implementation of the Free Ukraine &#8211; Free Europe programme, the first economic zone will be established in southern Ukraine under the management of the IHRC. It will be designed to intensify the region&#8217;s economy and become the centre of the post-war comprehensive reconstruction programme for Ukraine.</p>



<p>In 2022, the Transnational Intergovernmental Organisation International Human Rights Commission (IHRC) signed a Memorandum of Understanding with the Ministry of Foreign Affairs of Ukraine.</p>



<p>It is mutually believed that obtaining patronage will be the first step towards close and fruitful cooperation for the development of the University of Customs and Finance, the socio-economic improvement of the society of Dnipro region, the whole of Ukraine and the common Europe.</p>
