<p><strong>Human Rights Report Issued by Taaluf Humanitaire International Organization – Addressed to IHRC</strong></p>



<p><strong>Report Title:</strong><br><em>Suspected Acts of Ethnic Cleansing in Sweida, Syria: An Urgent Call for International Investigation</em></p>



<p><strong>Sweida, Syria | July 17, 2025</strong></p>



<p>Taaluf Humanitaire International Organization expresses deep concern over credible reports emerging from the Bedouin-populated areas of Sweida countryside, indicating grave human rights violations. These include the beheading of women and children, brutal killings, and the forced displacement of over 1,500 individuals, according to eyewitness accounts and local human rights organizations.</p>



<p>The nature and pattern of these acts suggest systematic retaliatory violence carried out by armed groups operating outside the law, deliberately targeting a specific community based on ethnic or social identity, in blatant violation of core principles of international humanitarian law.</p>



<p>The organization believes that these acts may constitute crimes of ethnic cleansing, falling under Article 7 of the Rome Statute of the International Criminal Court, which defines the systematic persecution of a group based on identity as a crime against humanity.</p>



<p><strong>Taaluf Humanitaire International Organization calls for:</strong></p>



<ol class="wp-block-list">
<li>An urgent and transparent international investigation led by the UN Independent International Commission of Inquiry on Syria.</li>



<li>Deployment of a fact-finding mission to document the violations and identify perpetrators.</li>



<li>Immediate humanitarian support for displaced individuals and victims, with guarantees for their safety and protection.</li>



<li>Accountability for perpetrators in accordance with international law.</li>



<li>A reminder that silence in the face of such crimes amounts to complicity. An effective international response is urgently needed to protect civilians and prevent further atrocities.</li>
</ol>

<p><strong>Introduction by the Secretary-General of the IHRC,</strong><br><strong>Prof. h.c. Rafal Marcin Wasik</strong></p>



<p><em>Dear friends, ladies and gentlemen,</em></p>



<p>The team of the International Human Rights Commission Foundation (IHRC), based in Switzerland, is pleased to present our 2023 annual report.</p>



<p>This 2023 annual report essentially outlines our core activities, highlights the main areas of focus, and provides a general overview of our status at a particular moment in time. This is primarily due to the principles and methods of our work, as well as our long-term goals and aspirations. Everyone working within and in collaboration with the IHRC sets new goals, charts new paths, and establishes new, high standards. For them, we give our best, with full commitment, with our whole hearts, and with all our strength.</p>



<p>Our identity is defined by the thousands of people we have already helped and supported. Millions more are still waiting for a heartbeat, a helping hand, a kind word. For them, the needy, every effort is worthwhile. From them, we receive the greatest reward: a smile, a calm gaze, and a friendly handshake.</p>



<p>Through our daily actions, we effectively convince others that everyone has something to share with those in need and that no one is so wealthy that they can live without others. Regardless of gender, skin color, religion, wealth, sexual or political orientation, we are all one, no matter where we are in the world. The employees of the IHRC are the best proof of this.</p>



<p>I would like to thank all of you once again for your support, cooperation, and above all, your commitment to the most important causes in the world—for my brothers and sisters and the local communities. I am honored that we have come together and can achieve so much together.</p>



<p>There is no doubt that none of this would be possible without your involvement. Thanks to your daily commitment, the IHRC today plays a central role in international relations and has a broad structural network and high visibility in the intergovernmental sphere.</p>



<p>Thanks to you, the IHRC, in close collaboration with states and local social and institutional organizations, has implemented numerous projects worldwide and will continue to do so. Every day gets better thanks to your contribution.</p>



<p>I promise that the IHRC will continue to take on important tasks in the areas of human rights, democracy, healthcare, education, food security, as well as safe migration and dignified treatment in exile in the coming days, months, and years.</p>
