<p>The <strong>International Human Rights Commission – IHRC Corporation Nigeria</strong>, led by the Head of Diplomatic Mission, <strong>H.E. Ambassador Dr. Duru Hezekiah</strong>, extends its commendation to the <strong>Department of State Services (DSS)</strong> under the direction of <strong>Director General Mr. Tosin Ajayi</strong> for the <strong>release of twelve detainees</strong>, including an individual held since 2022.</p>

<p>continue to pose significant challenges. <strong>IHRC calls upon all security agencies</strong>—including the <strong>Police, Military Intelligence, and Correctional Services</strong>—to adopt a <strong>unified code of conduct</strong> based on <strong>human dignity, rule of law, and the right to fair hearing</strong>.</p>

<h3 class="wp-block-heading">International Human Rights Commission Issues Global Appeal for Coordinated Action</h3>

<h4 class="wp-block-heading"><strong>United Call Against Escalating Threats</strong></h4>



<p>The <strong>International Human Rights Commission (IHRC)</strong> has formally issued a <strong>global appeal to world leaders</strong>, including His Excellency <strong>President Bola Ahmed Tinubu</strong>, urging a <strong>united and coordinated response</strong> to the growing challenges of <strong>terrorism, insecurity, and human rights violations</strong> destabilising vulnerable regions worldwide, notably Nigeria.</p>



<p>The official appeal, conveyed through a <strong>Statement of Verbale</strong> by <strong>IHRC Secretary-General, Prof. Rafał Marcin Wasik</strong>, was submitted to the Nigerian President by <strong>H.E. Ambassador Dr. Duru Hezekiah</strong>, IHRC’s Head of Diplomatic Mission to Nigeria. The document highlights IHRC’s <strong>deep concern regarding the increasing humanitarian toll</strong> of violence, conflict, and displacement, and calls for <strong>immediate, principled action</strong> at both <strong>national and international levels</strong>.</p>

<h4 class="wp-block-heading"><strong>A Global Crisis Demanding Immediate Action</strong></h4>

<p>Prof. Wasik described the current global situation as a crisis requiring <strong>solidarity, decisive governance, and humanitarian leadership</strong>. He stressed the urgent need to address serious issues such as <strong>forced displacement, abductions, food insecurity, trafficking in persons, and the use of civilians as shields in armed conflict</strong>. Special concern was expressed over the <strong>plight of hostages held by violent groups</strong> in regions including the Middle East, and the need for <strong>robust civilian protection in conflict zones</strong>.</p>

<h4 class="wp-block-heading"><strong>Nigeria at the Forefront of the Struggle</strong></h4>



<p>While acknowledging the international dimensions of the crisis, <strong>IHRC placed particular emphasis on Nigeria</strong>, where <strong>communities — especially in rural and agrarian areas — remain vulnerable to repeated attacks</strong> from bandits, insurgents, and non-state armed groups.</p>

<p>In support of the appeal, <strong>Ambassador Dr. Duru Hezekiah</strong> emphasised IHRC’s appreciation for Nigeria’s efforts to address insecurity, while calling for an <strong>elevated and urgent humanitarian response</strong>.</p>

<p>Ambassador Hezekiah reaffirmed that the <strong>IHRC diplomatic mission</strong> in Nigeria is committed to supporting initiatives that <strong>protect human lives and dignity</strong>, particularly in areas experiencing <strong>protracted crises</strong>. He stressed the necessity for <strong>meaningful action, grounded in the rule of law and shared responsibility</strong>, to prevent further loss of life.</p>

<h3 class="wp-block-heading"><strong>Diplomatic Appeal Calls on President Tinubu to Uphold Constitutional Rights of Retired Police Officers</strong></h3>

<h4 class="wp-block-heading"><strong>IHRC Steps In: A Call for Justice in Police Pension Welfare</strong></h4>



<p>In a <strong>constitutionally grounded and diplomatically significant intervention</strong>, the International Human Rights Commission (IHRC) Corporation in Nigeria has issued a formal appeal to President Bola Ahmed Tinubu, urging <strong>immediate reform</strong> of the Contributory Pension Scheme (CPS) as it affects retired officers of the Nigeria Police Force. This action directly echoes and supports the <strong>persistent advocacy</strong> of Inspector-General of Police (IGP) Dr. Kayode Adeolu Egbetokun for comprehensive pension reform.</p>



<h4 class="wp-block-heading"><strong>Highlighting Constitutional Breaches</strong></h4>



<p>The appeal, titled <strong>“A Diplomatic Appeal for Police Pension Welfare Reform in Line with the Constitution of the Federal Republic of Nigeria,”</strong> was signed by H.E. Ambassador Dr. Duru Hezekiah, Head of IHRC’s Diplomatic Mission in Nigeria. The document points to <strong>constitutional irregularities</strong> in the current pension scheme for Police officers, specifically referencing <strong>Sections 17(3)(f) and 34(1)(a) of the 1999 Constitution (as amended)</strong>, which enshrine the dignity and welfare of all citizens—particularly public servants.</p>



<h4 class="wp-block-heading"><strong>Recent High-Level Engagement</strong></h4>



<p>The IHRC’s intervention follows a high-level meeting on <strong>1 July 2025</strong> at the Force Headquarters in Abuja, where IGP Egbetokun received delegations from the National Association of Retired Police Officers of Nigeria (NARPON), led by AIG Paul O. Ochonu (Rtd), and a coalition of CPS retirees, led by CP Henry Njoku Esq (Rtd).</p>



<p>During the meeting, the IGP reaffirmed the Nigeria Police Force’s unwavering commitment to the welfare of its retirees. He openly acknowledged the <strong>“deep-seated inadequacies”</strong> of the CPS, pledging to pursue sustainable solutions that guarantee <strong>timely and adequate disbursement of retirees’ entitlements</strong>.</p>

<p>This statement builds upon earlier remarks made by the IGP in February 2025, when he described the CPS as an <strong>“inadequate arrangement”</strong> that has left thousands of retired officers in hardship due to <strong>meagre benefits and delayed payments</strong>.</p>



<h4 class="wp-block-heading"><strong>IHRC Adds Legal and Diplomatic Weight</strong></h4>



<p>By issuing this appeal, the IHRC strengthens the growing national demand for reform and directly <strong>urges President Tinubu to act</strong> in accordance with his Renewed Hope Agenda—centred on social justice, constitutional order, and public welfare.</p>

<p>The Commission highlights the <strong>inequity</strong> between military retirees (who are exempt from the CPS and enjoy a tailored scheme) and Police retirees, whose dangerous duties demand similar recognition. IHRC maintains that <strong>this disparity must be corrected</strong> if the administration is genuinely committed to fairness and national security.</p>



<h4 class="wp-block-heading"><strong>A Unified Call for Justice</strong></h4>



<p>As the nation reflects on the invaluable contributions of its retired Police officers, <strong>IHRC, NARPON, and the Nigeria Police Force</strong> now speak with a unified voice, calling for <strong>justice, urgent reform, and restitution</strong>. The outcome now depends on the leadership of President Bola Ahmed Tinubu, whose action on this matter could mark a <strong>historic commitment to constitutional values</strong> and the welfare of those who served.</p>

<p><strong>ABUJA, Nigeria – 24 April 2025</strong><br>The <strong>International Human Rights Commission IHRC Corporation in Nigeria</strong> has issued a powerful call to the Nigerian government to <strong>prioritize comprehensive security reforms</strong>, including the deployment of advanced <strong>technological solutions</strong> to address the root causes of the <strong>ongoing insecurity crisis</strong>.</p>



<p>In an official statement, the IHRC expressed <strong>deep concern over the alarming wave of senseless killings</strong> that continue to threaten the safety, dignity, and peace of Nigerian citizens.</p>

<h2 class="wp-block-heading"><strong>Escalating Violence Across the Nation</strong></h2>



<p>The IHRC specifically highlighted the deteriorating security situation in <strong>Plateau, Borno, Kwara, and Benue States</strong>, where civilians are frequently subjected to <strong>gross human rights violations</strong> and <strong>humanitarian disasters</strong>. These crises, according to the Commission, have <strong>international implications</strong>, contributing to wider <strong>global humanitarian emergencies</strong>.</p>



<p>Ambassador Hezekiah noted that while terrorism and banditry dominate the <strong>northeast and northwest</strong>, <strong>kidnappings</strong> plague the north and parts of the south, and <strong>armed attacks by unidentified gunmen</strong> continue in the southeast.</p>

<h2 class="wp-block-heading"><strong>Strategic Reforms and Community Engagement Needed</strong></h2>



<p>The IHRC advocates for the implementation of a <strong>Comprehensive Security Reform (CSR)</strong> policy framework that:</p>

<li>Integrates modern surveillance and data technologies,</li>



<li>Establishes strong <strong>oversight mechanisms</strong>,</li>



<li>Promotes <strong>community-level engagement</strong>, rooted in the <strong>cultural and socio-economic realities</strong> of each region.</li>

<p>Ambassador Duru expressed <strong>confidence in President Ahmed Tinubu’s leadership</strong>, citing his history of standing for democracy, including the <strong>1993 NADECO Street March</strong>. He urged the President to act decisively for the good of the nation:</p>

<p><em><strong>October 1, 2023</strong></em><br><em>The International Human Rights Commission IHRC has urged Nigerians to be more patriotic while expecting transformation, socio-economic development, and every good thing God has for the Country, particularly through the Renewed Hope Agenda of President Bola Ahmed Tinubu-led administration.</em><br><br>The Commission&#8217;s Ambassador at Large and Head of Diplomatic Mission in Nigeria, H.E. Ambassador Dr. Duru Hezekiah through its Head of Media and Strategic Communications, Fidelis Onakpoma, stated on Sunday in the celebration of Nigeria 63rd Independence Day.<br><br>The Head of Mission also said that beyond the flag-waving, though many of us want to show our patriotism in a more heartfelt way, however, one of the best ways to honor the principles upon which our nation was built is to be more patriotic.<br><br>He noted that during hard times or seasons for everyone or nation, the spirit of patriotism awakens the love and the commitment needed to remain unwavering in achieving significant expectations, adding that the greatness of a country is known through the challenges that come her way; the greater your destiny, the greater the challenges that comes your way, he emphasized.<br><br>He urged Nigerians, specifically the youths, religious leaders, and civil groups to imbibe patriotic efforts as a contribution to national building that Nigeria shall be great again.<br><br>Meanwhile, Dr. Duru Hezekiah reminded public servants at different levels of affirmative action in the development of legislative frameworks, policies, programs, budgetary allocations, and other measures responsible for responding to the rights and needs of Nigerians.<br> <br>He maintained that the true test of good governance is the degree to which it delivers on the promise of human rights: civil, cultural, economic, political, and social rights through multi-actor partnership, empowerment of people, equity, sustainability, and attitudes and values that foster responsibility, solidarity, and tolerance.<br><br>While quoting the Bible book of Psalms 127:1 which says, “Unless the LORD builds the house, its builders labor in vain. Unless the LORD watches over the city, the watchmen stand guard in vain&#8221;,  Dr. Duru attributed this year&#8217;s Independence Day as a point of a turnaround for Nigerians being a Sunday and a day of rest, how it provides us the unlimited avenue to pray to God in our respective congregations to help us in building Nigeria again.<br><br>“I urge Mr. President to strengthen the civic alliance between the government and the people of Nigeria alongside his political opponents in maintaining national solidarity, cooperation, development, and promotion of peace, security, and stability; contributing to harmonization and inclusive government&#8221;, Dr. Duru maintained.<br><br>“On this 63rd Independence Anniversary, we stand in solidarity to our dear nation through patriotic and affirmative actions, faith, and prayers. <p>Interestingly, Prof. h.c. Rafal Marcin Wasik doesn&#8217;t sit only as the Secretary-General of the International Human Rights Commission but also as a Philanthropist, and an International Expert in the field of Human Rights and Organization Management.</p>



<p>Under his visionary leadership, IHRC is committed to the vision and dedication to protecting the human rights of people around the world and promoting a culture of peace among nations. Working to strengthen and support all nations&#8217; capacity to engage in sustainable development through educational access, relief programs, ecological and bioethical reflections and actions, while taking into consideration the traditional, social, and cultural values of each nation.</p>

<p>Prof. h.c. Rafal Marcin Wasik is a person who has dedicated his life to serving Humanity. A man with the courage and vision to wake up every morning with the passion to serve humanity with improvements in people&#8217;s lives and peace around the world.</p>



<p>Sir Rafal, strongly believes that “what we do today, we do for generations”, while focusing on resolving international conflicts and humanitarian crises are his priorities.</p>



<p>As an International Expert from the International Agency of the Public Security Geneva, Prof. h.c. Rafal Marcin Wasik has vast experience working as a recognized international observer in the conflict zone in Ukraine, and organizer of various international humanitarian and diplomatic meetings and conferences around the world.</p>



<p>His first visit to Nigeria envisages the IHRC Europe-Africa Cooperation, which is the premise for engendering Nigeria&#8217;s Economic Development and consolidating President Bola Tinubu&#8217;s Renewed Hope Agenda.</p>



<p>Beyond the different high-level meetings that steer the relations, the IHRC must engage in dialogues with various partners to advance mutually agreed priorities aimed at maintaining constructive relations between states.</p>



<p>To this end, IHRC will join forces with the Nigerian Government and other African Leaders to facilitate a continental approach towards peace and security, democracy, human rights, development, and sustainable economic growth in Africa, where the human rights of people will be fully protected.</p>



<p>The IHRC Head of Diplomatic Mission in Nigeria, H.E. Ambassador Dr. Duru Hezekiah will however, maintain the established communications with the Government in achieving the expected outcome between the International Human Rights Commission IHRC and the Federal Republic of Nigeria.</p>

<p><br><br>The International Human Rights Commission (IHRC), has felicitated with Nigerians on this year&#8217;s Democracy Day today June 12, stressing that countries with democratic freedoms are more properous, peaceful, stable, and their citizens can enjoy their fundamental rights.<br><br>The Ambassador at Large and Head of Diplomatic Mission of the International Human Rights Commission to Nigeria, H.E. Ambassador Dr. Duru Hezekiah, in a goodwill message through his Head of Media and Strategic Communications, Mr. Fidelis Onakpoma in Abuja, said Nigerians should embrace this year&#8217;s democracy day with solidarity to building open, responsive, and accountable institutions and processes ensuring that all have the opportunity to participate and have a voice in how they will be governed.<br><br>He stated that democratic governance and human rights are critical components of sustainable development and lasting peace, urging President Tinubu to integrate democracy and the rule of law focusing on strengthening and promoting human rights, access to justice, accountable and transparent governance that serve the needs and preferences of the public.<br><br>“We have provided critical support to some countries, this includes strengthening democratic and institutional resilience in Chad Republic, Sierra Leone, Ukraine, and other African and European Countries. Inspired by this reality, we will continue to work for democracy. We will continue to serve as a community, bringing together governments, corporations, and civil society organizations that are committed to democratic principles&#8221;.<br><br>&#8220;As we mark this year&#8217;s Democracy Day, it is important that we pay tribute to all those who risked their lives in the struggle to end military dictatorship and enthrone democracy in the country.
