It emphasizes collaboration in institutional, normative, and advocacy areas to enhance support for communities affected by the war. Signatories include prominent organizations like the Red Cross Society of Ukraine and Caritas Ukraine, aiming to improve coordination in humanitarian aid and recovery initiatives​​.

Additionally, the Transatlantic Dialogue Center (TDC) signed a separate memorandum with Ukraine’s National Security and Defense Council in May 2024. This agreement focuses on joint initiatives to raise international awareness about Ukraine’s situation, organize events, and provide analytical support to enhance global cooperation​​.
