<h2 class="wp-block-heading">Personal Account – Igor Mantsurov</h2>



<p>I am pleased to inform you that my presentation at the meeting of the <strong>National Commission on Radiation Safety of the People of Ukraine</strong> was <strong>unanimously approved</strong> by all members of the Commission.</p>



<p>Moreover, both for me personally and in the history of the Commission, this was an unprecedented event – during the meeting, I was elected as <strong>Senior Advisor to the Commission on International Affairs</strong>, with the authority to sign documents addressed to international organizations, including the <strong>specialized agencies of the United Nations</strong>.</p>

<p><em>“This unanimous decision opens a new chapter in the work of the Commission and gives impetus to strengthening international cooperation in the field of radiation safety.”</em></p>
</blockquote>



<h2 class="wp-block-heading">Resolution on Technological Terrorism</h2>



<p>During the session, the Commission also adopted a <strong>Resolution</strong>, which I had the honour to draft and present. This document includes:</p>



<ul class="wp-block-list">
<li><strong>An appeal to the International Human Rights Commission (IHRC Corporation)</strong> to support the initiative of classifying the use of <strong>electromagnetic pulse (EMP) weapons</strong> near nuclear power plants and other critical infrastructure facilities as <strong>acts of state technological terrorism</strong>,</li>



<li><strong>An appeal to the European Union</strong> to provide funding for scientific research and projects aimed at preventing technological terrorism.</li>
</ul>

<p><em>“Radiation safety and the prevention of technological threats are global issues, requiring solidarity and the support of all international structures.”</em></p>

<h2 class="wp-block-heading">Significance for IHRC</h2>



<p>The fact that the Commission addressed its appeal directly to the <strong>International Human Rights Commission</strong> demonstrates recognition of IHRC’s role as a globally significant partner in combating emerging technological threats.</p>



<p>I am confident that joint actions will pave the way towards concrete solutions and the establishment of international standards for the protection of civilian populations from the risks posed by the misuse of modern technologies in ways that endanger peace and security.</p>

<h3 class="wp-block-heading">International Human Rights Commission Issues Global Appeal for Coordinated Action</h3>

<h4 class="wp-block-heading"><strong>United Call Against Escalating Threats</strong></h4>



<p>The <strong>International Human Rights Commission (IHRC)</strong> has formally issued a <strong>global appeal to world leaders</strong>, including His Excellency <strong>President Bola Ahmed Tinubu</strong>, urging a <strong>united and coordinated response</strong> to the growing challenges of <strong>terrorism, insecurity, and human rights violations</strong> destabilising vulnerable regions worldwide, notably Nigeria.</p>



<p>The official appeal, conveyed through a <strong>Statement of Verbale</strong> by <strong>IHRC Secretary-General, Prof. Rafał Marcin Wasik</strong>, was submitted to the Nigerian President by <strong>H.E. Ambassador Dr. Duru Hezekiah</strong>, IHRC’s Head of Diplomatic Mission to Nigeria. The document highlights IHRC’s <strong>deep concern regarding the increasing humanitarian toll</strong> of violence, conflict, and displacement, and calls for <strong>immediate, principled action</strong> at both <strong>national and international levels</strong>.</p>

<h4 class="wp-block-heading"><strong>A Global Crisis Demanding Immediate Action</strong></h4>

<p>Prof. Wasik described the current global situation as a crisis requiring <strong>solidarity, decisive governance, and humanitarian leadership</strong>. He stressed the urgent need to address serious issues such as <strong>forced displacement, abductions, food insecurity, trafficking in persons, and the use of civilians as shields in armed conflict</strong>. Special concern was expressed over the <strong>plight of hostages held by violent groups</strong> in regions including the Middle East, and the need for <strong>robust civilian protection in conflict zones</strong>.</p>

<h4 class="wp-block-heading"><strong>Nigeria at the Forefront of the Struggle</strong></h4>



<p>While acknowledging the international dimensions of the crisis, <strong>IHRC placed particular emphasis on Nigeria</strong>, where <strong>communities — especially in rural and agrarian areas — remain vulnerable to repeated attacks</strong> from bandits, insurgents, and non-state armed groups.</p>

<h4 class="wp-block-heading"><strong>Diplomatic Engagement and Humanitarian Commitment</strong></h4>



<p>In support of the appeal, <strong>Ambassador Dr. Duru Hezekiah</strong> emphasised IHRC’s appreciation for Nigeria’s efforts to address insecurity, while calling for an <strong>elevated and urgent humanitarian response</strong>.</p>

<p>Ambassador Hezekiah reaffirmed that the <strong>IHRC diplomatic mission</strong> in Nigeria is committed to supporting initiatives that <strong>protect human lives and dignity</strong>, particularly in areas experiencing <strong>protracted crises</strong>. He stressed the necessity for <strong>meaningful action, grounded in the rule of law and shared responsibility</strong>, to prevent further loss of life.</p>

<p>The <strong>IHRC affirms</strong> that the world stands at a <strong>pivotal moment</strong> that demands <strong>moral clarity and collaborative engagement</strong>. The organisation remains committed to working with the Nigerian government, regional stakeholders, and the international community to develop <strong>sustainable frameworks for security, development, and human rights protection</strong>.</p>

<h3 class="wp-block-heading"><strong>Diplomatic Appeal Calls on President Tinubu to Uphold Constitutional Rights of Retired Police Officers</strong></h3>

<h4 class="wp-block-heading"><strong>IHRC Steps In: A Call for Justice in Police Pension Welfare</strong></h4>



<p>In a <strong>constitutionally grounded and diplomatically significant intervention</strong>, the International Human Rights Commission (IHRC) Corporation in Nigeria has issued a formal appeal to President Bola Ahmed Tinubu, urging <strong>immediate reform</strong> of the Contributory Pension Scheme (CPS) as it affects retired officers of the Nigeria Police Force. This action directly echoes and supports the <strong>persistent advocacy</strong> of Inspector-General of Police (IGP) Dr. Kayode Adeolu Egbetokun for comprehensive pension reform.</p>



<h4 class="wp-block-heading"><strong>Highlighting Constitutional Breaches</strong></h4>



<p>The appeal, titled <strong>“A Diplomatic Appeal for Police Pension Welfare Reform in Line with the Constitution of the Federal Republic of Nigeria,”</strong> was signed by H.E. Ambassador Dr. Duru Hezekiah, Head of IHRC’s Diplomatic Mission in Nigeria. The document points to <strong>constitutional irregularities</strong> in the current pension scheme for Police officers, specifically referencing <strong>Sections 17(3)(f) and 34(1)(a) of the 1999 Constitution (as amended)</strong>, which enshrine the dignity and welfare of all citizens—particularly public servants.</p>



<h4 class="wp-block-heading"><strong>Recent High-Level Engagement</strong></h4>



<p>The IHRC’s intervention follows a high-level meeting on <strong>1 July 2025</strong> at the Force Headquarters in Abuja, where IGP Egbetokun received delegations from the National Association of Retired Police Officers of Nigeria (NARPON), led by AIG Paul O. Ochonu (Rtd), and a coalition of CPS retirees, led by CP Henry Njoku Esq (Rtd).</p>



<p>During the meeting, the IGP reaffirmed the Nigeria Police Force’s unwavering commitment to the welfare of its retirees. He openly acknowledged the <strong>“deep-seated inadequacies”</strong> of the CPS, pledging to pursue sustainable solutions that guarantee <strong>timely and adequate disbursement of retirees’ entitlements</strong>.</p>

<p>This statement builds upon earlier remarks made by the IGP in February 2025, when he described the CPS as an <strong>“inadequate arrangement”</strong> that has left thousands of retired officers in hardship due to <strong>meagre benefits and delayed payments</strong>.</p>



<h4 class="wp-block-heading"><strong>IHRC Adds Legal and Diplomatic Weight</strong></h4>



<p>By issuing this appeal, the IHRC strengthens the growing national demand for reform and directly <strong>urges President Tinubu to act</strong> in accordance with his Renewed Hope Agenda—centred on social justice, constitutional order, and public welfare.</p>

<p>The Commission highlights the <strong>inequity</strong> between military retirees (who are exempt from the CPS and enjoy a tailored scheme) and Police retirees, whose dangerous duties demand similar recognition. IHRC maintains that <strong>this disparity must be corrected</strong> if the administration is genuinely committed to fairness and national security.</p>



<h4 class="wp-block-heading"><strong>A Unified Call for Justice</strong></h4>



<p>As the nation reflects on the invaluable contributions of its retired Police officers, <strong>IHRC, NARPON, and the Nigeria Police Force</strong> now speak with a unified voice, calling for <strong>justice, urgent reform, and restitution</strong>. The outcome now depends on the leadership of President Bola Ahmed Tinubu, whose action on this matter could mark a <strong>historic commitment to constitutional values</strong> and the welfare of those who served.</p>

<p>Northern Latakia’s forests in Syria are currently facing <strong>one of the most devastating wildfire outbreaks in recent years</strong>. Raging flames continue to consume vast expanses of dense woodland, advancing perilously close to nearby villages and homes. The situation places <strong>thousands of residents at immediate risk</strong>, raising serious humanitarian and environmental concerns.</p>

<h4 class="wp-block-heading">Extreme Weather and Challenging Terrain Hinder Containment</h4>



<p>The fires, which began several days ago, have intensified due to <strong>strong eastern winds and extreme heat</strong>, accelerating the spread of the blaze. Field sources confirm that <strong>dozens of hectares have been destroyed</strong> and numerous families have already been forced to evacuate their homes.<br>Efforts to contain the disaster are ongoing:</p>

<p>W obliczu narastającej presji migracyjnej i rosnącej niestabilności na granicach Unii Europejskiej, funkcjonariusze polskiej Straży Granicznej pełnią służbę w warunkach <strong>skrajnego obciążenia – fizycznego, psychicznego i moralnego</strong>. Każdego dnia wspierają bezpieczeństwo całej wspólnoty europejskiej, często kosztem własnego komfortu, spokoju i życia rodzinnego.</p>



<p>International Human Rights Commission (<strong>IHRC</strong>) wyraża pełne uznanie i solidarność z funkcjonariuszami Straży Granicznej Rzeczypospolitej Polskiej. Ich zadaniem jest nie tylko ochrona terytorium państwa, ale także pierwsza linia obrony konstytucyjnego ładu, prawa obywateli do bezpieczeństwa oraz porządku publicznego. <strong>To właśnie są fundamentalne prawa człowieka – prawo do życia, wolności i ochrony przed zagrożeniem.</strong></p>

<p>W 2025 roku polscy funkcjonariusze Straży Granicznej mierzą się z bezprecedensowymi wyzwaniami, obejmującymi zarządzanie przepływami migracyjnymi na wschodniej granicy Unii Europejskiej, szczególnie w kontekście trwających kryzysów geopolitycznych w państwach sąsiednich. Ważnym elementem pracy Straży Granicznej jest wdrażanie nowoczesnych technologii nadzoru i monitoringu, przy jednoczesnym zapewnieniu poszanowania praw jednostki. Jednocześnie kluczowym wyzwaniem pozostaje utrzymanie najwyższych standardów humanitarnych nawet w warunkach podwyższonego ryzyka i presji społecznej.</p>



<p>Pomimo profesjonalizmu i zaangażowania, funkcjonariusze Straży Granicznej narażeni są często na nieuzasadnioną krytykę, niezrozumienie oraz ogromny ciężar emocjonalny związany z podejmowaniem decyzji o dalekosiężnych skutkach – zarówno dla bezpieczeństwa państwa, jak i dla ludzkiej godności.</p>



<p>Międzynarodowa Komisja Praw Człowieka apeluje o kontynuację działań na rzecz zagwarantowania godnych warunków pracy wszystkim funkcjonariuszom służb granicznych, poszanowania praw człowieka oraz międzynarodowych standardów przy wykonywaniu zadań ochrony granic, a także konstruktywnego dialogu pomiędzy władzami, społeczeństwem obywatelskim oraz organizacjami międzynarodowymi, w celu wypracowania najlepszych praktyk, wzmacniających zarówno bezpieczeństwo, jak i ochronę praw wszystkich osób, niezależnie od ich statusu na granicy.</p>



<p><strong>IHRC ponawia gotowość do wspierania polskiej Straży Granicznej we wszelkich działaniach mających na celu ochronę podstawowych praw oraz zapewnienie bezpieczeństwa Rzeczypospolitej Polskiej i Unii Europejskiej.</strong></p>

<p>The <strong>International Human Rights Commission (IHRC)</strong> had the distinct honour of participating in the recent celebration marking the 20th anniversary of the Nadwiślański Border Guard Unit (Nadwiślański Oddział Straży Granicznej). The ceremonial event, held at the Border Guard’s Conference and Training Centre in Otwock, was an opportunity to reflect on two decades of dedicated service, strengthen institutional cooperation, and highlight the importance of safeguarding national borders.</p>



<p><strong>A Significant Milestone for the Polish Border Guard</strong></p>



<p>This anniversary represents an important chapter in the history of the Border Guard, honouring twenty years of unwavering commitment to the security of the Republic of Poland. The Polish Border Guard plays a crucial role in protecting the country&#8217;s frontiers, ensuring public safety, and upholding European and international standards.<br>IHRC recognises the immense responsibility borne by the service, especially amidst growing cross-border challenges and shifting geopolitical dynamics.</p>

<p>Their attendance reflected IHRC’s strong support for the Polish Border Guard community and its ongoing commitment to the promotion of human rights, the rule of law, and effective international cooperation. The event brought together many distinguished guests from Poland and abroad, representing allied services, government institutions, and the private sector.</p>



<p><strong>Recognition, Gratitude, and Ongoing Partnership</strong></p>



<p>On this remarkable occasion, IHRC extends its heartfelt appreciation to all officers and staff of the Polish Border Guard, commending their professionalism, dedication, and steadfast service to the nation. The Commission recognises the sacrifices made by those on the front lines, especially in today’s rapidly changing security environment.</p>



<p>The celebration also enabled meaningful dialogue on vital topics such as the protection of human dignity at borders, fostering intercultural understanding, and the necessity of cross-sector collaboration. IHRC remains committed to supporting initiatives that promote the rule of law, respect for fundamental rights, and the safety of all citizens.</p>

<p>IHRC warmly congratulates the Nadwiślański Border Guard Unit on its 20th anniversary, wishing continued success and recognition to the entire Polish Border Guard.
