Office of the Head of Diplomatic Mission

Press Statement
Date: 23rd July 2025
Reference No: IHRC/NIG/PR/0725/003

IHRC Commends DSS DG on Detainees’ Release and Compensation, Urges Sustained Human Rights Reforms Across Security Agencies

IHRC Welcomes Decisive Action by DSS

The International Human Rights Commission – IHRC Corporation Nigeria, led by the Head of Diplomatic Mission, H.E. Ambassador Dr. Duru Hezekiah, extends its commendation to the Department of State Services (DSS) under the direction of Director General Mr. Tosin Ajayi for the release of twelve detainees, including an individual held since 2022.

“This release, accompanied by financial compensation and a formal apology, marks a significant step toward the domestication of international human rights norms and the restoration of dignity for affected individuals.”

Such gestures underscore DSS’s evolving commitment to human rights, in line with the Universal Declaration of Human Rights and other international standards.

A Symbol of Accountability and Institutional Reform

IHRC recognises this action as a powerful symbol of accountability and institutional integrity. It echoes the Renewed Hope Agenda of President Bola Ahmed Tinubu, which strives to reposition Nigerian institutions to uphold fairness, justice, and civil liberties.

Ongoing Systemic Reforms Needed

While this move is praiseworthy, IHRC highlights the persistent need for systemic reform across all of Nigeria’s security architecture. Issues such as:

Arbitrary detention

Prolonged incarceration without trial

Lack of access to legal representation

continue to pose significant challenges. IHRC calls upon all security agencies—including the Police, Military Intelligence, and Correctional Services—to adopt a unified code of conduct based on human dignity, rule of law, and the right to fair hearing.

Towards a Human Rights-Centred Security Sector

“We urge the DSS and all security institutions to implement internal audit mechanisms, prevent abuse of power, and establish transparent public complaint channels,” states the IHRC.

IHRC remains committed to collaborative efforts in human rights education, policy development, and community-based reconciliation. The organisation stands ready to support Nigerian security agencies in training, humanitarian response, and community policing.

Building a Just and Humane Nigeria

In line with IHRC’s global mission—to defend human rights, uphold international justice, and assist vulnerable populations—IHRC reiterates its willingness to partner with state agencies in advancing human rights compliance.

IHRC thanks DSS leadership for this progressive action, expressing hope that it will inspire similar reforms throughout all Nigerian security institutions.

“Let this not only be a moment of commendation, but a new beginning for justice, equity, and humanity in Nigeria.”

Signed:
Fidelis Onakpoma
Head of Media and Strategic Communications IHRC Nigeria

In a remarkable display of civic dedication, the International Human Rights Commission Special Monitoring Mission (IHRC SMM), Rivers State Chapter, successfully executed its Second Community Service Program, managing traffic at the busy Rumukoroshe Junction on Aba Road, Port Harcourt.

Despite torrential rainfall, IHRC SMM Rivers State Coordinator, Comrade Sundrix Ogor, led a determined team of volunteers who efficiently regulated vehicle movement, significantly reducing congestion and preventing potential accidents at one of the city’s most hectic intersections.

“Rain or shine, we serve. Our mission is clear—to contribute meaningfully to the well-being of our society. Today’s service is a testament to the heart and resilience of our volunteers,” emphasized Comrade Sundrix Ogor.

This commendable effort falls under the broader IHRC Community Service Initiative Framework, demonstrating the organization’s guiding principle of service beyond comfort.

The exercise was notably inspired by the proactive leadership of the IHRC SMM National Coordinator, Comrade Elijah Vitus Echendu, who continues to foster impactful, community-focused actions at grassroots levels.

The IHRC Diplomatic Office in Nigeria, headed by H.E. Ambassador Dr. Duru Hezekiah, fully supported this initiative, reaffirming the organization’s commitment to community welfare through sustained volunteer engagement and collaborative diplomacy.

Volunteers received heartfelt thanks from the Rivers State Chapter for their courage, dedication, and exemplary sense of duty despite challenging weather conditions, embodying the true spirit of community service.

As IHRC expands its humanitarian outreach throughout Nigeria, it actively encourages other state chapters to replicate these impactful initiatives, bridging diplomacy with practical community engagement.

Honouring Nigeria’s Democratic Heroes and the Ongoing Struggle for Good Governance

Abuja, Nigeria – 12 June 2025

Celebrating Democracy: A Tribute to Leadership and Legacy

As Nigerians across the country commemorate June 12 Democracy Day, the International Human Rights Commission (IHRC) in Nigeria has commended President Bola Ahmed Tinubu, GCFR, for his unwavering commitment to democratic ideals, social justice, and good governance. President Tinubu is described by IHRC as a “symbol of resilience and continuity” in Nigeria’s democratic journey.

Official Acknowledgement and Historical Reflection

This message was conveyed in an official letter to President Bola Ahmed Tinubu, signed by Ambassador (Dr.) Duru Hezekiah, Country Head of IHRC Nigeria.
The letter praised President Tinubu’s role in the pro-democracy struggle of the 1990s and his advocacy for civil liberties during one of Nigeria’s most turbulent eras.

“Today, we remember June 12 not just as a date in our history but as a testament to the Nigerian people’s will to determine their future. President Bola Ahmed Tinubu’s sacrifices, dating back to the dark days of military rule, remain etched in the democratic fabric of our nation.”
– Official IHRC Statement

President Tinubu’s Enduring Legacy

President Tinubu—a former Senator and Governor of Lagos State—was a prominent member of the National Democratic Coalition (NADECO), the movement that resisted military rule after the annulment of the 1993 presidential election, widely believed to have been won by Chief M.K.O. Abiola.
IHRC praised Tinubu’s legacy of defending electoral integrity and democratic values, even during periods of exile, at great personal risk.

Recognising Progress and Charting the Future

IHRC further acknowledged President Tinubu’s strides in governance since taking office in May 2023, with a focus on:

Economic reform

Youth empowerment

Institutional accountability

“While the challenges before the nation remain considerable—ranging from insecurity to economic disparity—President Tinubu’s political courage and reform-driven agenda are commendable. As a human rights institution, we urge his administration to continue advancing policies that reflect equity, inclusion, and justice for all Nigerians.”
– IHRC Nigeria

June 12: A Symbol of Democratic Aspirations

June 12, officially Nigeria’s Democracy Day since 2018, commemorates the annulled 1993 election, widely recognised as the freest and fairest in Nigeria’s history.
The day honours the memory of Chief M.K.O. Abiola and all Nigerians who fought for the restoration of democratic rule.

A Call to All Stakeholders

IHRC calls on:

Government officials

Civil society groups

Traditional leaders

All citizens

to use the occasion of June 12 to recommit to the founding principles of democracy: accountability, freedom, and respect for human rights.

“Let June 12 not only be a day of remembrance, but a day of recommitment. The spirit of that election must live on in how we govern, how we protect human rights, and how we build the Nigeria we all dream of.”
– IHRC Nigeria

A Call for Long-term Solutions to Climate-Induced Disasters in Nigeria

Abuja, Nigeria – 28 May 2025

Condolences in the Wake of Unprecedented Tragedy

The International Human Rights Commission IHRC Corporation in Nigeria expresses its heartfelt condolences to the Government and people of Niger State—especially the residents of Mokwa Local Government Area—following the devastating flood disaster that has claimed lives, displaced families, and destroyed property. The Mokwa flood has been described as one of the deadliest in recent Nigerian history.

Human and Structural Losses: The Scale of the Disaster

Triggered by torrential rains and the collapse of a nearby dam, the flood resulted in at least 151 confirmed deaths and left over 3,000 people displaced.
Critical infrastructure—including roads and bridges—was also destroyed, significantly hampering rescue and recovery operations.

Solidarity and a Call for Action

In an official statement, H.E. Ambassador Dr. Duru Hezekiah, Head of Diplomatic Mission, IHRC Nigeria, reflected on the catastrophe:

“We are deeply saddened by the loss of lives and the untold hardship inflicted upon the affected communities. IHRC Nigeria stands in solidarity with the victims and offers our thoughts and prayers during this challenging time.”

Addressing Root Causes and Building Resilience

Dr. Duru highlighted multiple factors contributing to the disaster, including:

Climate change-induced extreme weather events

Inadequate infrastructure

Insufficient early warning systems

He urged the Nigerian government to invest in climate resilience, enhance flood management systems, and implement long-term strategies to safeguard vulnerable communities.

Commendation for Rescue and Relief Efforts

IHRC Nigeria commends the unwavering dedication of the Niger State Emergency Management Agency (NSEMA), first responders, and community volunteers who have worked tirelessly to deliver relief and rescue services.

The swift response of the federal government, through activation of the National Emergency Response Centre and deployment of relief materials and shelters by the National Emergency Management Agency (NEMA), is also highly appreciated.

Recommendations for Sustainable Solutions

IHRC Nigeria calls for collaborative action among state and federal authorities, government agencies, civil society organisations, and international partners to:

Address the root causes of such disasters

Provide urgent humanitarian assistance, including food, shelter, medical care, and clean water

Ensure timely support reaches all victims

This tragic event is a stark reminder of the urgent need for long-term, preventive action.
IHRC Nigeria urges the Federal Ministry of Environment, NEMA, and state governments to prioritise sustainable flood management strategies, such as:

Improved drainage systems

Early warning mechanisms

Climate adaptation programmes

Stricter regulation of activities compromising waterways

Appeal for Community Education and Disaster Preparedness

IHRC further calls for greater investment in environmental education and community-level disaster preparedness to reduce future risks and enhance resilience.

Abuja, Nigeria — 5 June 2025

In a distinguished demonstration of international solidarity, Prof. h.c. Rafał Marcin Wasik, Secretary-General and Peacemaker of the International Human Rights Commission (IHRC), delivered high praise to the IHRC Nigeria Special Monitoring Mission (SMM) during a multilateral online summit. The meeting convened key stakeholders from Africa, the Middle East, and Europe, focusing on the expanding humanitarian mission of IHRC and its unwavering support for crisis-stricken populations.

Recognition of IHRC Nigeria’s Impactful Leadership

In his keynote address, Prof. Wasik commended the IHRC Nigeria team, led by H.E. Ambassador Dr. Duru Hezekiah, for their steadfast commitment to advancing human rights, promoting peace, and delivering essential support to vulnerable communities. He emphasised that Nigeria remains a cornerstone of IHRC’s international strategy, particularly in mobilising youth and volunteers for social impact.

“The Nigeria SMM exemplifies our values of action, resilience, and compassion. Your effective outreach and commitment to serving those most in need set a benchmark for IHRC missions worldwide,” stated Prof. Wasik.

IHRC’s Humanitarian Response: Food Aid to Gaza

A central focus of the session was the IHRC’s ongoing food aid operation in the Gaza Strip. In light of the ongoing humanitarian emergency exacerbated by blockade and conflict, IHRC has intensified its efforts to deliver food supplies directly to civilians facing acute shortages.

Prof. Wasik, speaking with deep concern for the affected population, underlined the scale and urgency of IHRC’s intervention:

“Despite extremely challenging security conditions, our teams on the ground in Gaza remain committed to the uninterrupted delivery of vital food aid. We stand resolutely with the people of Gaza, ensuring that families and children receive the nourishment they desperately need.”

IHRC’s assistance is carried out in partnership with reputable international NGOs, local community organisations, and volunteers to guarantee that food reaches those most in need in a transparent and effective manner. The Commission’s neutral and humanitarian approach continues to earn the trust of beneficiaries and international observers alike.

Nigeria’s Strategic Contribution and Future Engagement

The meeting also spotlighted the achievements of IHRC Nigeria, including rural health initiatives, human rights volunteer training, and efforts to strengthen community resilience through dialogue and social action. Looking forward, the participants discussed expanding the Nigeria SMM’s role in early warning, supporting displaced persons, and further collaboration with global IHRC programmes.

Call for Global Solidarity

The summit concluded with a powerful call for renewed global cooperation in the face of growing humanitarian challenges. All participants reiterated IHRC’s foundational mission:

“We are for the people, by the people, and with the people — in every crisis, every nation, every heart in need.”
