Personal Account – Igor Mantsurov
I am pleased to inform you that my presentation at the meeting of the National Commission on Radiation Safety of the People of Ukraine was unanimously approved by all members of the Commission.
Moreover, both for me personally and in the history of the Commission, this was an unprecedented event – during the meeting, I was elected as Senior Advisor to the Commission on International Affairs, with the authority to sign documents addressed to international organizations, including the specialized agencies of the United Nations.

Resolution on Technological Terrorism
During the session, the Commission also adopted a Resolution, which I had the honour to draft and present. This document includes:
- An appeal to the International Human Rights Commission (IHRC Corporation) to support the initiative of classifying the use of electromagnetic pulse (EMP) weapons near nuclear power plants and other critical infrastructure facilities as acts of state technological terrorism,
- An appeal to the European Union to provide funding for scientific research and projects aimed at preventing technological terrorism.

Significance for IHRC
The fact that the Commission addressed its appeal directly to the International Human Rights Commission demonstrates recognition of IHRC’s role as a globally significant partner in combating emerging technological threats.
I am confident that joint actions will pave the way towards concrete solutions and the establishment of international standards for the protection of civilian populations from the risks posed by the misuse of modern technologies in ways that endanger peace and security.
