Formal cooperation between the International Human Rights Commission (IHRC Corporation) and Ukraine’s National Commission on Radiation Safety (NCRSPU) strengthens international civilianF protection against emerging EMP and radiological threats.
Context and Strategic Significance
On 30 September 2025, IHRC Secretary General Prof. h.c. Rafal Marcin Wasik received an official communication from Mr Oleksandr Kopilenko, Chairman of the NCRSPU, announcing the appointment of Mr Igor Mantsurov as Senior Advisor for International Affairs and expressing readiness to deepen collaboration with IHRC. The NCRSPU also highlighted its methodological framework on the “Safety of the Combined Influence Zone of NPP Radiation Accidents and High-Frequency Electromagnetic Fields (EMP/HF)”.

Advisory Architecture
IHRC proposes a joint Advisory Committee on International Radiation & Electromagnetic Safety (IHRC–NCRSPU) to coordinate research briefs, policy notes, and capacity-building for partner states and agencies.
Safeguards, Ethics, and Human Rights
The cooperation underscores human-centred safeguards in dual-use technologies, evidence standards for attribution, and the proportionality of protective measures in line with international human rights and humanitarian law.
